"Hours Worked" is defined as time actually spent with the 3-meter
telescope open to the sky, beginning with the first setting of the night and
ending when the dome is closed.
"Available Hours" is defined as the period between 12-degree
twilight and 12-degree dawn.
Note that the graphs do not include data for August to September, 1996.
